9 Essential Physical
Requirements

What is 9EPhR?

9EPhR (Nine Essential Physical Requirements) is a universal framework that names the physical conditions every human being needs — not to merely survive, but to be free enough in body to contribute their highest gift. It is the Bio pillar of EvoBioSys made concrete: what do living beings actually, physically require?

The framework is deliberately physical. It does not address meaning, belonging, or self-actualization — those are the domains of MHS and Integral Theory. Instead, 9EPhR asks a harder, simpler question: what are the material preconditions that must be met before any higher development becomes possible?

Think of it as the foundation of Maslow’s hierarchy, but redesigned through the lens of biomimicry: what does a healthy ecosystem provide for every organism within it? Clean air, clean water, sustenance, shelter, temperature regulation, waste processing. Nature does not charge rent for these. A (re)generative civilization should not either.

“Here is my best shot at the essential requirements for a (re)generative civilization: 1. Nine Essential Physical Requirements, 2. Holarchic Mutual Sovereignty, 3. Integral Theory as extension of natural sciences and big history, We-Space and sourcing.”

Financial precarity blocks highest contribution. When a person is anxious about rent, food, or healthcare, the nervous system stays in survival mode. Creativity, care, long-term thinking — all of these require a body that feels safe. 9EPhR defines what “safe enough to contribute” looks like in physical terms.

The Nine Requirements

Organized in three rows of three — sustenance, shelter, and connection. Each requirement is physical, measurable, and universal. This is version 0.2: a working hypothesis, open to refinement.

Note: The specific list below is a hypothesis — a best working draft connecting to concepts in SoUBR (Sovereign Universal Basic Requirements). The framework is designed to be tested, debated, and refined. What matters is the principle: there is a finite, nameable set of physical requirements that civilization must guarantee.

Sustenance — what the body takes in

1

Clean Air

Breathable, unpolluted air. The most immediate requirement — three minutes without it and life ends. Air quality is a civilizational indicator, not a luxury.

Atmospheric
2

Clean Water

Access to safe, potable water for drinking, cooking, and hygiene. Not bottled, not commodified — available as a commons, the way a healthy watershed provides for every creature within it.

Hydrological
3

Nutritious Food

Sufficient, diverse, and nourishing food. Not just calories — actual nutrition. Regenerative agriculture, local food systems, soil health. The body is built from what it eats.

Nutritional

Shelter — what protects the body

4

Shelter

Safe, stable housing that protects from the elements and provides a space for rest, privacy, and regeneration. A home is not a financial asset — it is a biological necessity.

Structural
5

Clothing & Protection

Appropriate clothing and bodily protection for climate and environment. Temperature regulation, protection from UV, weather, and occupational hazards. The extended skin.

Thermic
6

Healthcare

Access to preventive and restorative healthcare. Not a market service but a requirement for maintaining the biological instrument. Includes mental health, dental, and reproductive care.

Medical

Connection — what enables participation

7

Energy

Access to clean, reliable energy for heating, cooling, cooking, and powering tools. Energy sovereignty is physical sovereignty — without it, every other requirement becomes precarious.

Energetic
8

Mobility

The ability to move — physically, between places. Public transit, walkable cities, overnight ships for coastal regions, cycling infrastructure. A body that cannot move is a body that cannot participate.

Kinetic
9

Connectivity

Access to communication and information infrastructure. In the 21st century, digital connectivity is as essential as physical roads. EU-sovereign, privacy-first, universally available.

Informational

The three pillars of a (re)generative civilization

9EPhR does not stand alone. It is one of three essential frameworks that, together, define the conditions for a civilization that regenerates rather than degrades. Each pillar addresses a different dimension of human existence.

9EPhR

The physical. What the body needs. Nine universal, non-negotiable material requirements. The foundation layer — without this, nothing above it stabilizes.

Holarchic Mutual Sovereignty

The relational. How we govern ourselves. Nested sovereignty where autonomy at every scale reinforces autonomy at every other scale. Individual, collective, civilizational.

Integral Theory

The developmental. How we understand reality. Integral Theory as extension of natural sciences and big history, combined with We-Space and sourcing practices. The map of maps.

These three are not a hierarchy — they are a triad. Physical requirements without sovereignty becomes welfare dependency. Sovereignty without integral development becomes ideology. Integral development without physical security becomes spiritual bypassing. All three, together, create the conditions for genuine (re)generation.

SoUBR — the financial bridge to 9EPhR

If 9EPhR names what is needed, SoUBR addresses how to fund it.

SoUBR (Sovereign Universal Basic Requirements) is the financial scaffolding layer within the SoFin framework. Where 9EPhR defines the nine physical requirements, SoUBR creates the economic mechanisms to ensure those requirements are actually met — targeted, intelligent financial support that eliminates survival anxiety without creating dependency.

The overlap is intentional. 9EPhR is the conceptual framework — universal, abstract, applicable to any civilization. SoUBR is the operational layer — specific to the SoFin ecosystem, designed to translate 9EPhR principles into concrete financial flows. Think of 9EPhR as the specification and SoUBR as the implementation.

Similarly, SoFin as a whole shares DNA with 9EPhR. Both frameworks recognize the same truth: financial precarity is a physical problem. When someone cannot pay rent, the nervous system responds the same way it would to a predator. Sovereign finance is not about wealth — it is about removing the material threats that keep people locked in survival mode.

9EPhR Names the nine requirements. Universal. Framework-level. Answers: what does every human body need?
SoUBR Funds the requirements. Operational. Part of SoFin. Answers: how do we pay for it without dependency?
SoFin The broader sovereign finance ecosystem. Includes SoUBR and all regenerative economic instruments.

Where 9EPhR applies

Because the requirements are physical and universal, 9EPhR is relevant across every domain where human thriving is at stake.

EU Policy & Mission 9EPhR as a policy framework for European institutions. “Mission EU 9EPhR” — reframing the EU’s social contract around guaranteed physical requirements rather than GDP metrics.
Large Companies Corporate responsibility reframed: does your supply chain and workforce policy ensure the nine requirements for everyone it touches? A measurable standard beyond ESG checklists.
Coastal Cities & Infrastructure Overnight ships, public transit, walkable urban design — physical infrastructure that directly serves mobility, shelter, and connectivity requirements. 9EPhR as infrastructure design brief.
Regenerative Agriculture Food and water requirements met through soil health, local food systems, and watershed management. Biomimicry at landscape scale — the ecosystem provides for its members.
Community Hubs EvoBioSys Community Hubs as physical spaces where all nine requirements converge: shared kitchens, co-housing, health services, connectivity, energy cooperatives.
Developmental Education EvoPaideia recognizes that learning requires a safe body. 9EPhR defines the physical baseline for any educational environment that claims to support whole-person development.

Learning from living systems

Every healthy ecosystem provides its organisms with what they need to thrive. A forest does not charge its trees for water. A coral reef does not invoice its fish for shelter. The physical requirements are simply met — built into the structure of the system itself.

9EPhR is the Bio pillar of EvoBioSys made explicit. The “Bio” in EvoBioSys stands for living processes, and the most fundamental question about any living process is: what does it need? Nine things. Physical things. Things that can be named, measured, and guaranteed.

A (re)generative civilization is one that, like a healthy ecosystem, builds the provision of essential requirements into its very structure. Not as charity. Not as welfare. As architecture.
