What a healthy ecosystem provides for free.
A forest doesn't charge its trees for water. A coral reef doesn't invoice its fish for shelter. 9EPhR asks a harder, simpler question than meaning or self-actualization: what are the material preconditions that must be met before any higher development becomes possible?
When someone is anxious about rent, food, or healthcare, the nervous system stays in survival mode. 9EPhR defines what "safe enough to contribute" looks like in physical terms.
Three eras, three rows, one floor.
Water
Safe, potable water for drinking, cooking, sanitation — a commons, not a commodity.
Food
Sufficient, diverse, nourishing food — real nutrition from regenerative agriculture and local systems.
Shelter
Safe, stable housing for rest, privacy, and regeneration — a biological necessity, not a financial asset.
Energy
Clean, reliable energy for heating, cooling, cooking. Energy sovereignty underwrites every other requirement.
Transportation
The ability to move between places — public transit, walkable cities, cycling infrastructure.
Clothing
Appropriate clothing and bodily protection for climate and environment — the extended skin.
Hygiene & healthcare
Preventive and restorative care for the biological instrument — not a market service, a requirement.
Security
Physical safety and rule of law — policing, defense, diplomacy that protect people from violence and coercion.
Digital & connectivity
Access to communication and information infrastructure — as essential in this century as roads once were.
Not a hierarchy. A triad — each incomplete without the others.
9EPhR
The physical. What the body needs. The foundation layer — without it, nothing above stabilizes.
MHS
The relational. How we govern ourselves — nested sovereignty where autonomy reinforces autonomy at every scale.
Integral Theory
The developmental. How we understand reality — extension of natural sciences and big history, We-Space and sourcing. No holon page exists for this leg yet.
Physical requirements without sovereignty become welfare dependency. Sovereignty without integral development becomes ideology. Integral development without physical security becomes spiritual bypassing.
9EPhR names what. SoUBR funds how.
SoUBR (Sovereign Universal Basic Requirements), the financial scaffolding layer inside SoFin, is where the nine requirements translate into concrete financial mechanisms — targeted support that eliminates survival anxiety without creating dependency.
9EPhR is the conceptual framework: universal, abstract, applicable to any civilization. SoUBR is the operational layer: specific to the SoFin ecosystem. Think of 9EPhR as the specification, SoUBR as the implementation — and 9EPhR's real-world relevance stays unproven until SoUBR runs one full funded-and-returned cycle.

- Consuming contexts named — EU policy, corporate ESG, coastal infrastructure, regenerative agriculture, Community Hubs, EvoPaideia.
Honestly missing
- No code, no tool, no dataset — nothing to deploy beyond the page itself.
- Not yet validated against one real consuming context (Feldbach or Integrales Wien) to see which of the nine hold up.
- No monetization path for the framework itself — its relevance rides entirely on SoUBR/SoFin proving the model downstream.
