Nine requirements 4 of 9
Energy
Not this project's focus, because many people already work on it. This page is short on purpose.
Compiled 4 September 2026. Short by instruction, not by omission.
Clean, reliable energy for heating, cooling, cooking and powering tools. Energy sovereignty is a physical form of sovereignty.
This is the page that says we are not doing this one. Energy matters, the answer is broadly known, and a great many capable people and institutions are already working on it. Adding a ninth opinion would cost attention and add nothing.
So what follows is a position, a pointer to people doing the work properly, and an end. There is no roadmap here, and the absence of one is the content.
Jakob's position, in his own words
For energy there are many people working on it, obviously renewables. It is not my main focus, since many other people are working on it already.
How this page reads that
Read plainly: renewables are the answer, other people have it, and this project does not take it on. That is a decision about where limited attention goes, not a judgement that the requirement is unimportant.
The matrix already carries the mechanisms that exist, including one caution worth keeping: a green tariff is a claim about certificates before it is a claim about generation, because guarantees of origin trade separately from the electricity. That caution is the whole of this project's contribution to the subject, and it was already recorded.
The one note that exists
From the 9EPhR node, under energy. Again a note about provision at a location rather than a programme.
- A larger regional collective, for example Energie Steiermark, depending on the grid system and on whether there are several providers.
- Since solar or wind will most likely not be efficient at the location, statistically, in Europe.
- Plus access to a fallback battery for a blackout.

Which of the four modes apply
Read from the matrix on the nine requirements page, not restated. The wording below is the wording in the grid.
Sharing somebody else made it
An Austrian renewable energy community lets neighbours allocate locally generated electricity between their own meters instead of each buying separately from a national supplier.
Ideal consumption somebody else made it
Choosing a supplier is a real choice, but guarantees of origin trade separately from the electricity itself, so a green tariff is a statement about certificates before it is a statement about generation.
Directive (EU) 2018/2001, Article 19 [A]weakly supported
Reuse somebody else made it
does not apply
Energy that has been used is degraded to low-grade heat. Waste-heat recovery is real, but it is designed into the plant or the building and cannot be done afterwards by whoever used the energy. The loop closes inside production.
Cosmolocal production you make it
Plug-in balcony solar turns a tenant into a generator with no building works and no installer. Austria dropped the approval process for units up to 800 watts in September 2024, though registration with the grid operator still applies.

Go to these instead
The whole of this page that is worth acting on. No commentary attached, because the position above is that other people are doing this well and a ninth opinion helps nobody.
- Energiegemeinschaften, Austria live The Austrian coordination point for setting up an energy community, run by the Klima- und Energiefonds. A founding guide, a benefits calculator and an advisory line. The place to start in Austria.
- REScoop.eu live The European federation of citizen energy cooperatives, about 2,500 energy communities by its own count. The European equivalent of the line above.
- Windkraft Simonsfeld live A working Austrian instance rather than a body about instances: a citizen participation company with roughly 2,700 shareholders operating wind and solar.
- OpenEMS live If the interesting question is the fourth mode, this is where it already lives: an open source energy management system governed by an association of manufacturers and research institutes.
- OpenEnergyMonitor live Open hardware and software for measuring what a household actually uses, which is the prerequisite for every other decision.
- International Energy Agency live For numbers rather than positions. Intergovernmental, publishes the deployment data and the World Energy Outlook.
Where this leaves it
Deliberately empty, and staying that way. No energy work exists here and none is planned. Anyone arriving at this project for an energy answer should go to the people above instead.
The matrix line below is left as it stands, because it is a fair criticism and this page does not resolve it. It records a hole. This page records that the hole is a choice.
Recorded as missing on the matrix No energy work exists in the portfolio at all. Given that the frame calls energy sovereignty a form of physical sovereignty, that is the largest unexamined hole on this page.
